Captured and Convicted
Criminals often flee San Diego after committing a crime here, attempting to hide in foreign countries such as Mexico. The DA’s Extradition Unit successfully brings fugitives from abroad or from other states to face criminal prosecution in San Diego and seeks justice for crime victims. International extradition is complex and varies from nation to nation with very specific legal requirements involving multiple agencies. We work with local and federal law enforcement organizations as well as the U.S. Department of Justice and foreign governments to extradite, deport or expel fugitives back to San Diego, within the parameters of extradition treaties and foreign immigration laws.
Since 2008, the San Diego County District Attorney's Office has formally extradited 30 fugitives from Mexico to stand trial in San Diego. There is currently one San Diego fugitive in custody in Mexico, pending extradition. We have also successfully extradited or negotiated deportation of offenders from Taiwan, Belgium, the Philippines, Panama and Brazil.

Richard Gibbs
Deported in October 2006 from Panama to the United States. Gibbs molested his 16-year-old nephew. Gibbs also had pending charges in other states. In 2009, after Gibbs was sentenced to 12-30 years in prison on a case out of Ohio, he was sentenced to three years and eight months in prison for his San Diego case.
Melvin McGowan
Deported on February 6, 2007, from the Philippines to San Diego. The defendant molested his girlfriend’s seven-year-old daughter. At the time, McGowan was on parole for child molestation of another child. He was sentenced to serve 15 years in prison.
Omar Maldonado
Extradited on April 25, 2008, from Mexico. Maldonado was convicted of shooting and killing a 17-year-old girl.
He was sentenced to 57 years to life in state prison.
Silvio Hernandez
Extradited on December 11, 2008, from Mexico. Hernandez forcefully and violently molested his two stepdaughters for years. He was sentenced to nine years in prison.
Roy Mallet
Extradited on January 9, 2009, from Mexico. Mallett befriended a mother of a 12-year-old boy then repeatedly molested him. Mallett was convicted of multiple counts of child molestation. He was sentenced to 30 years in prison.
Mark Kaczmarczyk
Deported on March 6, 2009, from Taiwan. Kaczmarczyk and his wife owned and operated a daycare. Several children ranging from three months to three years of age were sexually molested while under their care. He was sentenced to eight years in prison.
Jose Luis Torres Quiroz
Extradited on June 10, 2009, from Mexico. Torres Quiroz molested his stepdaughter and two biological daughters. Torres Quiroz was convicted of multiple counts of child molestation. He was sentenced to 30 years in prison.
Roger Meyers
Extradited on December 11, 2009, from Belgium. Meyers pled guilty to colliding with a motorcyclist on a freeway causing the motorcycle to crash. He stopped momentarily but fled after the victim said he was not okay. The victim sustained a broken thumb and needed surgery for a torn ligament. In 2010, he was sentenced to 420 days in custody.
Jared Yaffe
Deported in 2009 from Brazil. Yaffe molested seven young boys and video recorded the molestation. He was sentenced to 45 years in prison.
Alejandro Avalos Fernandez
Extradited on March 2, 2010, from Mexico. In 2010, Avalos Fernandez was convicted of sexually assaulting and
murdering an elderly woman in Carlsbad. He was sentenced to 34 years to life in state prison.
Jose Antonio Lopez Tejada
Extradited on September 23, 2010, from Mexico. Tejada and a friend lured another man to Tijuana, Mexico. Tejada and his friend shot the victim and then left him for dead, however, the victim survived. He was sentenced to 19 years in prison.
Vicente Flores Benites
Extradited on October 14, 2010, from Mexico. In 2011, Benites was convicted of murdering a man at a party in 1989. He was sentenced to eight years in prison.
Nancy Mendoza Moreno
Extradited on January 5, 2011, from Mexico. Mendoza Moreno was convicted
of multiple kidnappings for ransom with gang and gun allegations and is serving life in prison without the possibility of parole.
Mauricio Tadeo Alba
Extradited on July 13, 2011, from Mexico. Tadeo stabbed and killed his estranged wife outside her home. He
was sentenced to 26 years to life in state prison.
Jesus Arteaga Garcia
Extradited on July 27, 2011, from Mexico. In 2013, Arteaga Garcia was convicted of stabbing and killing his
estranged, pregnant wife. He was sentenced to 15 years to life in state prison.
Ricardo Borbon Perez
Extradited on September 7, 2011, from Mexico. Perez, a previously convicted child molester, sexually assaulted a 10-year-old girl. He was sentenced to 240 years in prison.
Jesus Trujillo Gonzalez
Extradited on December 30, 2011 from Mexico. Trujillo Gonzalez, a member of the Los Palillos gang, was convicted of three counts of manslaughter for several shootings. In 2015, he was sentenced to 17 years in state prison.
Jorge Alberto Naranjo
Extradited on December 30, 2011, from Mexico. Naranjo was convicted of robbing and killing a man in a San Diego motel. He was sentenced to 29 years in state prison.
Fernando Salas
Extradited on March 1, 2012, from Mexico. Salas was convicted of stabbing and killing an Oceanside man and sentenced
to 21 years in state prison.
Armando Gabriel Perez
Extradited on August 21, 2012, from Mexico. Perez murdered his wife on the San Diego City College campus and brutally mutilated her body after she left her night class. He was sentenced to life in prison without the possibility of parole.
Jose Ruiz Cortez
Extradited on October 12, 2012, from Mexico. Cortez molested his 11-year-old cousin. He was sentenced to 18 years in prison.
Rene Sanchez
Extradited on September 19, 2013, from Mexico. Sanchez and other gang members were uninvited guests
at a house party, where Sanchez shot and killed a man. He was sentenced to 50 years to life in state prison.
Yasser Sady Yalda
Extradited on September 19, 2013, from Canada. Yalda had an ongoing relationship with Enterprise Car Rental for two years. He would rent cars one or two at a time; claimed to be in the business of hosting wealthy foreign Nationals in San Diego, therefore the need for high-end rentals. In July 2012, Yalda started renting cars in large batches. In two months, Yalda rented 85 plus vehicles with over a $3-million value. Yalda would then wash the DMV title and sell the vehicles to auto dealers, individuals on Craigs List or just give them to his family and friends. In 2014, he was sentenced to eight years in prison.
Raymundo Gonzalez
Extradited on February 19, 2014, from Mexico. Gonzalez repeatedly sexually assaulted his 10-year-old nephew over the course of one year. In 2014, he was sentenced to 30 years in prison.
Juan Ocampo Martinez
Extradited on March 24, 2014, from Mexico. Ocampo-Martinez threw hot cooking oil at his eight-year-old stepson because he didn’t clean up the kitchen. He was sentenced to two years in prison.
Troy Andrew Scholder
Extradited on June 3, 2014, from Canada. Scholder, a Hells Angel member pled guilty to kidnapping for robbery where he and several other members of the Hells Angels kidnap a former member and stole his motorcycle and other belongings. In 2014, he was sentenced to one year in jail with 13 years in prison stayed.
Heriberto Pina Rivas
Extradited on June 10, 2014, from Mexico. Rivas murdered a man, burned the body then placed him in a dumpster. He was sentenced to serve 25 years to life in prison.
Vincent Legrend Walters
Extradited on June 10, 2014 from Mexico. Walters was convicted of a 1988 murder. In 2015, he was sentenced to 32 years to life in state prison.
Jaydon Richard Schreiber
Extradited on June 2, 2015, from Canada. CHP Officer Miller stopped a tractor trailer truck being driven by Schreiber. After the stop, Schreiber was extremely nervous and gave several inconsistent answers to simple questions. After smelling the odor of marijuana, the officer asked Schreiber if he had any drugs in the truck. Schreiber denied having drugs and consented to a search of the truck. After a canine alerted to the passenger floorboard, officers located 59.8 kilograms of cocaine with a street value of $1.2 million. In 2015, he was sentenced to 12 years in prison.
Donald Oskar Kiser
Extradited on November 6, 2015, from Mexico. Kiser forcibly penetrated his wife and tried to rape her. He was convicted of forcible sexual assault and sentenced to three years in prison.
Jose Efigenio Perez Benavides
Extradited on January 6, 2016, from Mexico. Perez-Benavides molested his 13-year-old niece. He was sentenced to four years in prison.
Guillermo Nuñez Gonzalez
Extradited on May 27, 2016 from Mexico. Nunez Gonzalez was convicted of manslaughter and assault with a semi-automatic firearm for killing a man and assaulting another. In 2018, he was sentenced to 18 years in state prison.
Alfredo Muñoz Yanez
Extradited on July 21, 2016, from Mexico. Yanez was convicted of voluntary manslaughter after killing a man at a party. In 2016, he was sentenced to 15 years in prison.
Hector Mendieta
Extradited on January 25, 2017, from Mexico. Mendieta was convicted of murder for an unprovoked attack and fatal stabbing of another man. In 2018, he was sentenced to 25 years to life in prison.
Luis Carlos Huerta Arcasi
Extradited on April 25,2017 from Mexico. Huerta Arcasi, a former soccer coach, was convicted of multiple child molest charges for sexually assaulting two boys he coached. In 2018, he was sentenced to 133 years to life in state prison.
Hector Uribe
Extradited on June 8, 2017, from Mexico. Uribe stabbed his roommate to death. In 2018, he was sentenced to 12 years in prison.
Nicolas Brito Rosales
Extradited on September 12, 2017, from Mexico. Rosales, a disgruntled former employee of an auto repair shop, shot and killed the owner of the auto repair shop outside of the shop in Point Loma. In 2018, he was found not competent and committed to a State Hospital.
Abdon Trinidad Garcia
Extradited on December 17, 2020, from Mexico. Garcia was convicted of molesting his two nieces over the course of several years when they were between the ages of five and 12 years old. In 2021, he was sentenced to 14 years in state prison.
