Sex Offenders


Megan's Law offers Californians a way to protect their families from serious sex offenders who may be living in their neighborhoods. The law, passed in 1996, permits public access to certain information about the location of convicted sex offenders. Megan's Law also allows law enforcement to notify Californians about serious and high-risk sex offenders who have established themselves in the community. For more detailed information available under Megan's law, please contact your local police or sheriff's department.


Sexually Violent Predators


District Attorney Bonnie M. Dumanis is committed to public safety. One of her top goals is protecting the citizens of San Diegans against high risk sex offenders. Our Sexual Assault and Stalking Division works with the SAFE Task Force and all law enforcement agencies in San Diego County to make sure that High Risk sex offenders who fail to register are prosecuted to the fullest extent of the law. Recently, 3 Sexually Violent Predators have been ordered into Phase V of the Department of Mental Health's Sex Offender Treatment Program. The Department has recommended housing placement for two of these patients: David Chambless and Gary Snavely. A third patient, John David Norman, does not yet have a housing placement recommendation. Status of SVP David Chambless

SVP David ChamblessDavid Chambless (DOB 8/24/60) was committed as a Sexually Violent Predator in September 1998. He spent 16 years in prison for molesting two females age 7 and 9 in 1989. He was known to the family and had been babysitting one of children when she was assaulted. He sexually assaulted both girls and showed them pornography. His other crimes include receiving stolen property, residential burglary, drug possession and providing drugs to minors. He participated in the DMH in-hospital sex offender treatment program for more than 7 years. He was ordered into outpatient treatment on December 19, 2007.

Status of SVP Gary Snavely

SVP Gary SnavelyGary Snavely (DOB 4/24/63) was committed as a Sexually Violent Predator in July 2002. His criminal history includes child molest of two girls age 8 and 9 in 1986. Those crimes occurred in Orange County and he served 3 years in prison for them. The children lived in the neighborhood but had no connection to Snavely. He forced each child to undress and sexually molested each of them. Other crimes include indecent exposure, disorderly conduct, petty theft, false information to police and failure to register as a sex offender. He participated in the DMH in-hospital sex offender treatment program for 8 years. He was ordered into outpatient community treatment on December 19, 2007.

Status of SVP John David Norman

SVP David Norman John David Norman (DOB 10/31/27) was committed as a Sexually Violent Predator in January 1999. He has a history of sexually assaulting and exploiting children which goes back to 1960 in Los Angeles. He has convictions for child molest in Illinois in 1976 and Colorado in 1988. Additionally, he has been convicted twice in California for distribution of child pornography in 1995 and 1998. His victims are all young males age 11-17. He participated in the DMH in-hospital sex offender treatment program for 6 years. He was ordered into outpatient treatment on March 5, 2008. At this time, there is no housing placement recommendation for Mr. Norman and he remains in custody pending an appropriate court-ordered placement location. Terms and conditions of his release have not been finalized.
