Restitution Order and Abstract of Judgment Form Victims have a constitution right to restitution ordered by the judge handling the case against the defendant(s) convicted of the crime that caused their losses. A restitution order form should be prepared and submitted to the sentencing judge by the prosecutor or probation officer handling the case or by the victim. The Restitution Order and Abstract of Judgment form is signed by a judge and filed in the criminal court records. A victim may obtain a certified copy of the Restitution Order and Abstract of Judgment and submit it for recording as a public record by the County Recorder at 1600 Pacific Highway, Room 260, and San Diego, CA, 92101. This is normally done by the victim, the victim's attorney, representative or collection agent.
